NOTICE OF RECEIPT OF THE
SUPPLEMENT TO THE APPLICATION FOR CERTIFICATION
FOR THE PITTSBURG DISTRICT ENERGY FACILITY PROJECT
Docket No. 98-AFC-1

On December 7,1998, the Pittsburg District Energy Facility, Limited Liability Company (LLC), filed a supplement to their Application for Certification (AFC) with the California Energy Commission (Energy Commission) to construct and operate the Pittsburg District Energy Facility (PDEF). The original AFC was filed on June 15, 1998.

The PDEF will be providing process steam to USS-Posco Industries. Electrical energy produced from the proposed power plant will be sold to California's regional power pool and other electricity consumers. The PDEF electric generating plant and related facilities, such as the electric transmission line, natural gas pipeline and water lines are under the Energy Commission's jurisdiction. The power plant certification process examines engineering and environmental aspects of power plant proposals, and contains requirements similar to those contained in the California Environmental Quality Act (CEQA).

SUMMARY OF SUPPLEMENTAL INFORMATION

The AFC supplement provides information on several changes to the original proposal for the PDEF. Primarily, the changes consist of:

PUBLIC PARTICIPATION IN THE ENERGY COMMISSION'S REVIEW PROCESS

The purpose of the AFC process is to enable the Energy Commission to make a determination regarding the need for the project and to assess the project's impact on environmental quality and public health and safety. As part of this process, the Energy Commission conducts a number of public workshops and hearings on the proposal. These workshops and hearings provide the public, agencies and other parties the opportunity to ask questions and express concerns about the proposed project. The Energy Commission issues notices for these workshops and hearings, normally 14 days, but in no case later than 10 days prior to the meeting. If you are not currently receiving these notices and want to be placed on the mailing list, please contact Gina M. Mortholé, Project Secretary, at (916) 654-4235 or E-mail at gmorthol@energy.state.ca.us.

There are various ways in which members of the public can participate in the Energy Commission's proceedings. If you want information on how to participate in the Energy Commission's review of the project, please contact Ms. Roberta Mendonca, the Energy Commission's Public Adviser, at (916) 654-4489, or toll free in California at (800) 822-6228. Technical or project schedule questions should be directed to Lorraine White, Siting Project Manager, in the Energy Facilities Siting & Environmental Protection Division, at (916) 654-4075, or E-mail at lwhite@energy.state.ca.us. The status of the project, copies of notices and other relevant documents will also be available via the Energy Commission's Internet page at www.energy.ca.gov/sitingcases/pittsburg. News media inquiries should be directed to Assistant Executive Director, Claudia Chandler, at (916) 654-4989.

This notice of receipt has been mailed to all parties that requested to be placed on the mailing list during prefiling and to property owners located within one mile of the project site or within 500 feet of any of the project related linear facilities. By being on the mailing list, you will receive notices of all project-related activities and notices that documents related to the project's approval are available for review. If you want your name removed from the mailing list, please contact Gina M. Mortholé, Project Secretary, at (916) 654-4235, or Ms. Roberta Mendonca at (916) 654-4489, or toll free in California at (800) 822-6228.
