NOTICE OF RECEIPT OF THE
SUPPLEMENT TO THE APPLICATION FOR CERTIFICATION
FOR THE PITTSBURG DISTRICT ENERGY FACILITY PROJECT

On December 7,1998, the Pittsburg District Energy Facility, Limited Liability Company (LLC), filed a supplement to their Application for Certification (AFC) with the California Energy Commission (Energy Commission) to construct and operate the Pittsburg District Energy Facility (PDEF). The original AFC was filed on June 15, 1998.
The PDEF will be providing process steam to USS-Posco Industries. Electrical energy produced from the proposed power plant will be sold to California's regional power pool and other electricity consumers. The PDEF electric generating plant and related facilities, such as the electric transmission line, natural gas pipeline and water lines are under the Energy Commission's jurisdiction. The power plant certification process examines engineering and environmental aspects of power plant proposals, and contains requirements similar to those contained in the California Environmental Quality Act (CEQA).
The AFC supplement provides information on several changes to the original proposal for the PDEF. Primarily, the changes consist of:
The supplement also contains information on minor modifications to equipment requirements, workforce, other electrical transmission and pipeline routes, and the construction laydown area.

Copies are also available at the Energy Commission Library in Sacramento, the California State Library in Sacramento, and at public libraries in Los Angeles, San Francisco, San Diego, Fresno, and Eureka. In addition, copies will be distributed to those public agencies that have or would have jurisdiction but for the Energy Commission's exclusive authority to certify sites and related facilities. The purpose of the AFC process is to enable the Energy Commission to make a determination regarding the need for the project and to assess the project's impact on environmental quality and public health and safety. As part of this process, the Energy Commission conducts a number of public workshops and hearings on the proposal. These workshops and hearings provide the public, agencies and other parties the opportunity to ask questions and express concerns about the proposed project. The Energy Commission issues notices for these workshops and hearings, normally 14 days, but in no case later than 10 days prior to the meeting. This notice of receipt has been mailed to all parties that requested to be placed on the mailing list during prefiling and to property owners located within one mile of the project site or within 500 feet of any of the project related linear facilities.
