On November 30, 2004, California Energy Commission staff released its final assessment of the Roseville Energy Park (REP) Application for Certification (AFC). The REP is a proposal to construct and operate a nominal 120 megawatt (MW) base-load, natural gas-fired, combined cycle power plant with peaking capacity of 160 MW. The REP would be located on an 8.9-acre site that lies within a 40-acre City of Roseville parcel. The project site is adjacent to and north of the Pleasant Grove Waste Water Treatment Plant. The project site is owned by the City of Roseville and is zoned Public/Quasi-Public. Surrounding land uses currently include ranching and rural residential. The project area to the south, east, and west, however, is proposed for residential, industrial, and commercial development under the West Roseville Specific Plan.
The Final Staff Assessment (FSA) contains the Energy Commission staff's final environmental and engineering evaluation of the project. Any written comments would be appreciated by December 20, 2004. The FSA is not the Energy Commission's final decision on the proposed MPP project. The Energy Commission's Committee assigned to the project will conduct one or more hearings to consider and weigh the testimony and recommendations of all interested parties, including Energy Commission staff, the applicant, intervenors, public, City of Roseville, and other local, state and federal agencies. The Committee will then issue the Presiding Member's Proposed Decision (PMPD) for consideration by the full Energy Commission. The public, intervenors, local, state and federal agencies are encouraged to participate in these hearings. The Energy Commission will issue notices at least 10 days prior to these hearings.
