Notice of Data Response & Issue Resolution
Staff Workshop for the
San Gabriel Generating Station Project
The California Energy Commission staff will conduct a Data Response and Issue Resolution Workshop for the proposed San Gabriel Generating Station Project. The purpose is to discuss the applicant's responses to staff's data requests and to work toward resolving issues. All interested agencies and members of the public are invited to participate. The workshop will be held:
THURSDAY, SEPTEMBER 6, 2007
Goldy Lewis Community Center
11200 Base Line Road
Rancho Cucamonga, California 91730
(Map to Location)
The Energy Commission Staff is currently analyzing San Gabriel Power Generation's Application for Certification (AFC) for the proposed development of the San Gabriel Generating Station project. Staff has provided the applicant one set of data requests dated July 20, 2007. In this workshop, it is expected the primary topics of discussion will be in the technical areas of air quality and water resources. The staff workshop will focus on information as provided in San Gabriel Power Generation's data responses and work toward resolving project issues. Staff's data requests and San Gabriel Power Generation's responses can be found on the Energy Commission's website: http://www.energy.ca.gov/sitingcases/sangabriel. As part of the water resources discussion, staff, the applicant and various water agencies will also be discussing information needed to support the water supply assessment associated with the project.
Following the workshop, staff will consider the comments it receives and will publish a Preliminary Staff Assessment containing its initial recommendations on the proposed project.
On April 13, 2007, San Gabriel Power Generation submitted an AFC to construct and operate an approximate 656 megawatt (MW) San Gabriel Generating Station project. The applicant has recently provided an AFC supplement regarding the proposed project's increased capacity (i.e., an additional 40 MW for a total of approximately 696 MW), which will be the subject of a separate notice. The project involves two natural gas-fired combustion turbine-generators, two heat recovery steam generators, and one steam turbine-generator. The proposed San Gabriel Generating Station facility would occupy a 17-acre site in an area zoned for heavy industrial use. The majority of the site consists of approximately 16.2 acres in the northwestern portion of the existing 60 acre Etiwanda Generating Station property owned by Reliant Energy, located at 8996 Etiwanda Avenue. The project site would be located adjacent to Southern California Edison's (SCE) planned Rancho Vista substation and approximately 1 mile east of Interstate 15 (I 15) and 1.5 miles north of Interstate 10 (I 10). The planned Rancho Vista substation, which is scheduled to start construction in mid-2008 and begin operating in mid-2009, is not part of the project. The Energy Commission is responsible for reviewing and ultimately approving or denying all applications for thermal electric power plants, with a capacity of 50 MW or greater, proposed for construction in California.
