The change of date is necessary due to a meeting recently scheduled by federal government policymakers requiring the presence of Commissioner Levin. The meeting is for the purpose of addressing issues concerning renewable energy development in California. The Committee apologizes for any inconvenience this postponement may cause.

Background

On November 26, 2008, San Joaquin Solar 1 LLC, and San Joaquin Solar 2 LLC, collectively referred to as San Joaquin Solar 1 & 2 LLC, (Applicant) filed an Application for Certification (AFC) with the California Energy Commission on for the proposed San Joaquin Solar 1&2 Hybrid Power Plant Project.

The project site is in Fresno County in the southern San Joaquin Valley, 6 miles east of the City of Coalinga, located approximately 3 miles west of the intersection of Interstate 5 and West Jayne Avenue. Roadway access to the site will be from West Jayne Avenue, which runs adjacent and parallel to the northern border of the entire site.

The Energy Commission has exclusive jurisdiction to license this project and is considering the proposal under a twelve-month review process established by Public Resources Code section 25540.6. The power plant licensing process, which incorporates requirements equivalent to those of the California Environmental Quality Act (CEQA), considers all relevant engineering and environmental aspects of the proposed project. The licensing review provides a public forum allowing the Applicant, Commission staff, governmental agencies, adjacent landowners, and members of the public to consider the advantages and disadvantages of the project, and to propose changes, mitigation measures, and alternatives as necessary.

On March 11, 2009, the Energy Commission began review of the proposed San Joaquin Solar 1 & 2 Project. During the review period, the Energy Commission will determine whether the proposed project complies with applicable laws related to public health and safety, environmental impacts, and engineering requirements. The informational hearing scheduled by this Notice is sponsored by the Energy Commission to inform the public about the project and to invite public participation in the review process.

Project Description

The project consists of two hybrid design solar thermal electric generating plants, comprising a solar field and biomass facility for each plant and will produce up to a nominal 106.8 megawatts (MW) net of renewable energy. The two plants will be owned and operated by San Joaquin Solar 1 LLC and San Joaquin Solar 2 LLC, a subsidiary of Portugal-based Martifer Renewables Electricity LLC. The electricity generated by the project will meet the requirements of renewable energy power purchase agreements with Pacific Gas and Electric Company (PG&E).

Each plant will be sized for a nominal 53.4 MW net of solar generation, complemented by 40 MW net of biomass-generated production. The biomass energy production will be subordinate to production from the solar field, supplementing solar production during non-solar periods and shoulder solar hours. Thus, the maximum net generating capacity of the Plants will be 53.4 MW each. If approved by the Commission, the project is expected to be on line by the first quarter of 2011.

Purpose of the Site Visit and Informational Hearing

The site visit and informational hearing scheduled in this Notice provide an opportunity for members of the community in the project vicinity to obtain information, to offer comments, and to view the project site. The Applicant will explain plans for developing the project and the related facilities and the Energy Commission staff will explain the licensing process and Staff's role in reviewing the AFC.

Proposed Schedule and Issue Identification Report

Commission staff will file a proposed schedule for project review. Staff will also file an Issues Identification Report summarizing the major issues. This report will also indicate what additional information is necessary to resolve issues of concern. The proposed schedule and Staff's report was filed on March 25, 2009. The Applicant shall file its response, if any, by noon on April 7, 2009.

The Committee will then review the materials and specify such conditions on presentation of the materials as are reasonably necessary for the orderly and expeditious conduct of the proceeding.
