	CALIFORNIA ENERGY COMMISSION	HEARING ORDER
		SMUD's COSUMNES POWER PLANT PROJECT APPLICATION FOR CERTIFICATION, DOCKET NO. 01-AFC-19

The California Energy Commission SMUD Cosumnes Committee (Committee) is reviewing an Application for Certification (AFC) by SMUD to construct two 500 megawatt natural gas-fired combined cycle power plants near the Rancho Seco Nuclear Power Plant.

The Committee conducted the second of two Prehearing Conferences on April 29, 2003, to review the draft Order of Testimony accompanying the Notice of the 2nd Prehearing Conference for the Evidentiary Hearing scheduled on May 12 & 13, 2003 in Herald, California. After hearing, the Committee adopts the attached Appendix A Order of Testimony.

The Committee deleted the proposed Water Resources testimony since the proffered evidence on the breakage of the existing Rancho Seco water pipeline is not relevant to this proceeding. The Committee deleted the proposed Land Use testimony regarding homeland security training facilities at Rancho Seco since its planning is too tentative to be considered a "probable" future project for cumulative impact review under the California Environmental Quality Act. Lastly, the Committee found that proposed testimony about SMUD's private contractual arrangement with a nearby owner/resident to move a house trailer beyond the potentially impacting noise range of the project is not relevant to the proceeding.
