The California Energy Commission is the State agency granted exclusive authority to review and license proposals to construct and operate large electric power plants. LSP South Bay, LLC, submitted an Application for Certification (AFC) to construct and operate a 620 megawatt (MW) combined-cycle baseload power plant, the South Bay Replacement Project (SBRP), in the City of Chula Vista. A Committee of the Commission will begin the regulatory review process by conducting a Public Informational Hearing and Site Visit as described below:

Purpose of Hearing:

The Informational Hearing and Site Visit are the initial steps of the Commission's year-long public power plant certification process, which contains requirements equivalent to those under the California Environmental Quality Act (CEQA) to review all relevant environmental and engineering aspects of the proposed project.

At the Informational Hearing, members of the general public, landowners, and representatives of other governmental agencies will have an opportunity to obtain information and offer comments on the proposal. The Applicant will explain its plans for developing the proposed site and related facilities. The Energy Commission staff will explain the regulatory review process and staff's role as independent experts in analyzing the project. The Applicant and the staff will also discuss possible issues that may be significant during the remainder of the proceeding.

The Informational Hearing will be preceded by a tour of the proposed site. Persons intending to attend the Site Visit should gather at the Civic Center Branch Library parking lot at 1:00 p.m. The Applicant will provide bus transportation.

Project Description:



L.S.P. South Bay, LLC proposes to develop the South Bay Replacement Project (SBRP) as a natural-gas-fired, combined-cycle power plant. The SBRP project will be configured as two natural-gas-fired combustion turbines and one steam turbine, and will have a nominal 500-megawatt (MW) output. SBRP includes duct firing which can raise the output up to an additional 120 MW by boosting the output of the steam turbine.

The project will include the demolition and replacement of the existing South Bay Power Plant (SBPP) that is owned by the San Diego Unified Port District (Port) and operated by the Applicant under a Lease and Cooperation agreement with the Port. The proposed project site is immediately adjacent to and south of the existing SBPP in the City of Chula Vista adjacent to the San Diego Bay.

The new SBRP project site is 12.9 acres and is part of what is referred to as the "former LNG site" because it is where San Diego Gas & Electric (SDG&E) operated a liquefied natural gas storage facility many years ago when it owned the power plant complex. The Applicant requires and is pursuing a new lease agreement with the Port to pursue this project.

The SBRP will interconnect with 400 feet of new transmission lines to a new, adjacent SDG&E substation and require 3,700 feet of new underground pipeline to provide natural gas from the existing SDG&E pipeline. The SBRP will use air-cooled condensers rather than once-through cooling with San Diego Bay waters.
