NOTICE OF RECEIPT
REQUEST
TO AMEND THE ENERGY COMMISSION DECISION FOR THE
SUNRISE POWER PROJECT (98-AFC-4C)
SIMPLE-CYCLE FLEXIBLE QUARTERLY EMISSION LIMITS
On July 16, 2002, the California Energy Commission
(Energy Commission) received a request to amend the
Energy Commission Decision for the Sunrise Power Project
(SPP). SPP is a 320MW simple-cycle natural gas fired
power plant that commenced commercial operation on June
27, 2001. The site is located approximately 35 miles
southwest of Bakersfield, and one mile southwest of
the intersection of State Route 33 and Shale Road in
Kern County, California. The proposed modification will
allow for flexible emission limits of criteria air pollutants
(i.e., particulate matter, sulfur/nitrogen oxides, volatile
organic compounds, and carbon monoxide) on a quarterly
basis during 2002/2003. No changes are proposed for
daily or annual emission limits. This request will allow
SPP to respond to anticipated surges in peak-period
power demands. The Sunrise Power Company is presently
in the process of converting the simple-cycle power
plant to operate as a combined-cycle power plant by
summer of 2003, at which time simple-cycle operations
will cease.
ENERGY COMMISSION REVIEW PROCEDURES
The purpose of the Energy Commission's review process
is to assess the impacts of this proposal on environmental
quality, public health and safety. The review process
includes an evaluation of the consistency of the proposed
changes with the Energy Commission's Decision and if
the project, as changed, will remain in compliance with
applicable laws, ordinances, regulations, and standards
(Title 20, California Code of Regulations, Section 1769).
The petition is currently being reviewed by Commission
staff, and a staff analysis is expected to be completed
in the next several weeks.
This Notice of Receipt is being mailed to interested
parties and local property owners who may want to participate
in the amendment process.
