NOTICE OF RECEIPT

PETITION TO AMEND THE ENERGY COMMISSION DECISION
FOR THE SUNRISE POWER PROJECT (98-AFC-4C)
EMISSION MONITORING

On February 7, 2003, the California Energy Commission (Energy Commission) received a petition from the Sunrise Power Company, LLC, to amend the Energy Commission Decision for the Sunrise Power Project (SPP). SPP is a 320 MW simple-cycle, natural gas-fired power plant that was certified in December 2000, and commenced operation in June 2001. In November 2001, the Energy Commission approved the expansion of SPP to a nominal 585 MW combined-cycle power plant that is currently under construction and scheduled for commercial operation in summer 2003. SPP is located approximately 35 miles southwest of Bakersfield, and one mile southwest of the intersection of State Route 33 and Shale Road in Kern County, California.

The petition requests to modify air quality Conditions of Certification to clarify emission monitoring methodolgy for the combined-cycle facility. The modifications will provide consistency between the Energy Commission Decision and the Determination of Compliance issued by the San Joaquin Valley Air Pollution Control District. No changes to SPP equipment or emission limits are proposed.

PROPOSED MODIFICATIONS

  • Revise AQ-7 to clarify that the combustion turbine generator exhaust located after the selective calalytic reduction unit be equipped with continuous emission monitors for nitrous oxides, carbon monoxide, and oxygen,

  • Establish parameters for the measurement of nitrous oxides/ammonia slip, and

  • Revise AQ-49 to clarify the emission measurement time periods during startup and shutdown.

ENERGY COMMISSION REVIEW PROCESS

The purpose of the Energy Commission's review process is to assess the impacts of this proposal on environmental quality, public health and safety. The review process includes an evaluation of the consistency of the proposed changes with the Energy Commission's Decision and if the project, as changed, will remain in compliance with applicable laws, ordinances, regulations, and standards (Title 20, California Code of Regulations, Section 1769). The petition is currently being reviewed by Energy Commission staff, and a staff analysis is expected to be completed in the next few weeks. A public hearing for the purpose of approving or denying the amendment proposal will subsequently be held at a regularly scheduled Energy Commission business meeting.

This Notice of Receipt is being mailed to interested parties and local property owners who may want to participate in the amendment process. If you would like to receive a copy of the petition to amend the project, staff’s analysis, or the Energy Commission’s order if the changes are approved, please complete the enclosed Information Request Form and return it to the address shown.
