NOTICE OF PUBLIC WORKSHOPS
TO DISCUSS THE PRELIMINARY
The Sunrise Cogeneration and Power Company is proposing to construct and operate a 320 MW natural gas-fueled cogeneration power plant. The Sunrise site is approximately 35 miles southwest of Bakersfield, 3 miles northwest of Fellows, and 2.5 miles south of Derby Acres. The power plant and related facilities, such as the electric transmission line, natural gas pipeline, and water lines, are under the California Energy Commission's (Energy Commission) siting authority.
The Energy Commission is responsible for reviewing and ultimately approving or denying licenses for thermal electric power plants, 50 MW and greater, proposed for construction in California. The Energy Commission's facility certification process carefully examines public health and safety, environmental impacts and engineering aspects of proposed power plants, and all related facilities such as electric transmission lines, natural gas pipelines, and water lines. The Energy Commission's responsibilities are similar and equivalent to those of a lead agency under the California Environmental Quality Act.
On August 2, 1999, Energy Commission staff completed its Preliminary Staff Assessment (PSA) of the Sunrise Cogeneration and Power Project Application for Certification. You can obtain a copy of the PSA by calling Luz Manriquez at (916) 654-3928 or view and print the document from the Energy Commission web site (note the web site address below). The staff will be conducting workshops to discuss the PSA and take comment from the public; intervenors; local, state and federal agencies; and the applicant. These comments will be considered for inclusion in staff's Final Staff Assessment to be completed in the future. The public, intervenors, and local, state and federal agencies are encouraged to attend and participate. The workshops will be held:

The PSA sections will be discussed in the following order: biological resources, water resources, public health, worker safety, waste management, transmission safety and nuisance, land use, socioeconomic resources, cultural resources, visual resources, traffic and transportation, reliability, efficiency, facility design, noise, geology, paleontological resources, transmission system engineering, hazardous materials, and alternatives. If discussion of all PSA sections are concluded at the August 17 workshop, the August 18 workshop will not be needed.
