NOTICE OF RECEIPT
SUTTER POWER PROJECT -- 97-AFC-2C
Request For Amendment
The California Energy Commission has received a petition from Calpine Construction Financing Co., L.P. (CCFC) to amend the Commission Decision for the Sutter Power Project (SPP) near Yuba City, California. CCFC proposes modification of condition AQ-32 to eliminate the cold and hot startup definitions for the project's combustion turbines. The two separate hot and cold startup limits would be replaced by one limit for all startups; i.e., the lowest of the two existing limits. CCFC also proposes to modify condition AQ-37 to correct an apparent error that limits the ammonia consumption rate for each turbine to 25 lbs/hr. The proposed change would limit the ammonia emissions, rather than consumption, to 25 lbs/hr.
