Sutter Power Project Workshop
Concerning the Draft Staff Analysis
of the Petition to Amend
Air Quality Conditions

Purpose: The California Energy Commission staff will hold a public information workshop to discuss a petition from the Calpine Construction Finance Company (CCFC) to amend the Energy Commission Decision for the Sutter Power Project. The amendment would revise Air Quality Conditions AQ-32, 37, 38, and 40 to eliminate the distinction between hot and cold startups and impose the same emission limits for all startups. It would also correct errors, including one that places a limit on ammonia injection instead of ammonia emissions.
Topics for the Workshop: Topics to be discussed at the workshop include the following:

  1. The Energy Commission's amendment process and schedule
  2. An overview of the proposed amendment
  3. A discussion of the enclosed Draft Staff Analysis, which concludes that there will be no potential environmental impacts from the proposed changes to the Commission Decision.

Commission staff will answer questions and address concerns from individuals and organizations regarding the amendment petition. Representatives of the Feather River Air Quality Management District and CCFC will also be available to respond to questions.
