Request For Post-Certification Change
Modify Shutdown Emission Limits and Other Emission Limits
The California Energy Commission has received a petition from Calpine Construction Finance Company (Calpine) to amend the Commission Decision for the Sutter Energy Center (SEC) Project near Yuba City, California. Calpine proposes to raise some air quality emission limits during the occasional short periods of the shutdown process of the combustion turbines, reduce overall PM10 emission limits during operation of the turbines, and reconcile potential conflicts and/or ambiguities in conditions contained in the SEC Project Decision, the Feather River Air Quality Management District Permit, and the US Environmental Protection Agency’s Prevention of Significant Deterioration Permit. Corresponding requests have been sent to all three agencies. Calpine does not believe that these changes represent a significant impact on the environment, and are intended to allow the facility to operate on a reliable basis at the lowest feasible levels of emissions.
Commission Review Procedures
The purpose of the Energy Commission's review process
is: 1) to assess the impacts of this proposal on environmental
quality and public health and safety; and 2) to determine
whether the project, as changed, complies with applicable
laws, ordinances, regulations, and standards (Title 20, Calif.
Code of Regulations, section 1769).
Upon receipt of an amendment request, Energy Commission staff
notifies interested parties, completes an analysis, and schedules
the amendment proposal to be heard at a regularly scheduled
business meeting.
Part of the Energy Commission's review process involves
consideration of public comments on proposed changes.
