Notice Of A Prefiling Meeting

To Discuss The Preparation Of An
Application For Certification
For The Sutter Power Project




Calpine Corporation is proposing to develop a 500 megawatt (MW) natural gas-fired power plant in Sutter County. The plant is proposed to be built adjacent to their existing 49.5 MW Greenleaf Unit No. 1 gas-fired cogeneration facility located about seven miles southwest of Yuba City. In addition, the project will require construction of a new natural gas pipeline and a 230 kV transmission line that will interconnect with the Western Area Power Agency (WAPA) 230 kV line that runs a few miles to the south and west of the project site.

The prefiling meeting with the Energy Commission staff is being held at the request of the applicant to provide guidance on the preparation of the Application for Certification. The power plant, the electric transmission line and the natural gas pipeline are under the Commission's siting authority. The Commission's permitting process is functionally equivalent to the review process for an environmental impact report under the California Environmental Quality Act (CEQA) and the Commission is the lead agency for the entire project. The prefiling meeting will be held:

During this prefiling meeting, the Commission's staff will discuss the filing requirements for an Application for Certification found in Appendix B to Chapter 5 of the Commission's Siting Regulations (Cal. Code Regs., title 20, section 1701 et seq.). Topics that will be discussed during the meeting include project alternatives and air quality. Staff may also discuss information about potential project-related impacts and possible mitigation options that the applicant may want to incorporate in its Application for Certification.
