Calpine Corporation is proposing to develop a 500 megawatt (MW) natural gas-fired power plant in Sutter County. The plant is proposed to be built adjacent to their existing 49.5 MW Greenleaf Unit No. 1 gas-fired cogeneration facility located about seven miles southwest of Yuba City. In addition, the project will require construction of a new natural gas pipeline and a 230 kV transmission line that will interconnect with the Western Area Power Agency (WAPA) 230 kV line that runs a few miles to the south and west of the project site.

The prefiling meeting is being held to provide guidance on the preparation of the Application for Certification (AFC) and related processes necessary to comply with local, state and federal requirements. The Commission's staff will discuss the filing requirements for an AFC Certification found in Appendix B of the Commission's Siting Regulations (Cal. Code Regs., tit. 20, section 1701 et seq.). Specifically, biological resource issues associated with the proposed project will be discussed. Additionally, the Army Corps of Engineers, the United States Fish and Wildlife Service and California Department of Fish and Game have been requested to provide information on their processes and procedures in regards to the State and Federal Endangered Species Acts.

The workshop may also include a discussion of various draft sections of the AFC that Calpine has completed and a general discussion of the processes, procedures and coordination required with other local, state and federal agencies. The prefiling meeting will be held:
