Notice of a Prefiling Meeting
To Discuss the Preparation
Of An Application For Certification
For the Sutter Power Project

Calpine Corporation is proposing to develop a 500 megawatt (MW) natural gas-fired power plant in Sutter County. The plant is proposed to be built adjacent to their existing 49.5 MW Greenleaf Unit No. 1 gas-fired cogeneration facility located about seven miles southwest of Yuba City. In addition, the project will require construction of a new natural gas pipeline and a 230 kV transmission line that will interconnect with the Western Area Power Agency (WAPA) 230 kV line that runs a few miles to the south and west of the project site.

The power plant and related facilities, such as the electric transmission line and the natural gas pipeline, are under the Energy Commission's siting authority. The prefiling meeting is being held to provide guidance on the preparation of the Application for Certification (AFC) and related processes necessary to comply with local, state and federal requirements. The Commission's staff will discuss the filing requirements for an AFC found in Appendix B of the Commission's Siting Regulations (Cal. Code Regs., title 20, section 1701 et seq.). The Commission staff will provide comment on various draft AFC sections completed by Calpine including: facility design, reliability, efficiency, electric transmission systems, natural gas transmission, soils, water, air quality, public health and land use.
