On October 19, 1998, the California Energy Commission and Western Area Power Administration staff filed its joint Final Staff Assessment/Draft Environmental Impact Statement (FSA/Draft EIS) for the Sutter Power Plant Project. Air quality testimony was provided in this document but has now been revised to include the conditions of certification contained in the Final Determination of Compliance from the Feather River Air Quality Management District.
