General Description of Project
On July 18, 2008, the California Energy Commission received an Application for Certification (AFC) from GWF Energy, LLC for the GWF Tracy Combined Cycle Power Plant (GWF Tracy).
GWF Energy, LLC proposes to modify the existing Tracy Peaker Plant (Docket # 01-AFC-16, a nominal 169-megawatt (MW) simple-cycle power plant approved by the Commission in July 2002) by converting the existing facility into a combined-cycle power plant with a nominal 145 MW, net, of additional generating capacity of 314 MW net.
The proposed project will occupy a 16-38-acre, fenced site within the existing GWF-owned 40-acre parcel in an unincorporated portion of San Joaquin County immediately southwest of Tracy, California, and approximately 20 miles southwest of Stockton, California.
Energy Commission Facility Certification Process
The Energy Commission is the lead agency under the California Environmental Quality Act (CEQA) and has a certified regulatory program under CEQA. Under its certified program, the Energy Commission is exempt from having to prepare an environmental impact report. Its certified program, however, does require environmental analysis of the project, including an analysis of alternatives and mitigation measures to minimize any significant adverse effect the project may have on the environment.
