NOTICE OF RECEIPT OF PETITION TO AMEND
THE ENERGY COMMISSION DECISION FOR THE
TRACY PEAKER PROJECT
(01-AFC-16C)
On February 6, 2003, the California Energy Commission
(Energy Commission) received a petition to amend the Energy
Commission Decision for the Tracy Peaker Project. The
Tracy Peaker Project is a nominal 169 MW natural gas-fired
power plant currently under construction. The facility
is located in an unincorporated portion of San Joaquin
County, southwest of the City of Tracy.
DESCRIPTION OF PROPOSED CHANGE: 1) Clarify and simplify
the methodology for tracking and reporting emissions
during startups and shutdowns, 2) eliminate the restriction
on the number of startups and shutdowns, 3) provide
a mechanism for reducing hourly, daily and annual
PM 10 emissions based on anticipated lower PM10 source
tests results, and 4) provide a mechanism for reducing
PM10 emission offset requirements in the event that
PM10 emission limits are lowered.
