The Committee issued its Presiding Member's Proposed Decision in this case on January 14, 2004. On January 30, 2004, Applicant petitioned to reopen the evidentiary record for the limited purpose of receiving additional information on the topic of Visual Resources, specifically Condition of Certification Visual Resources-6.

We grant this petition. As previously indicated, we will allow the submission of this additional evidence, accompanied by appropriate questioning, at the February 10, 2004 Committee Conference.
