NOTICE OF RECEIPT
REQUEST TO AMEND THE ENERGY COMMISSION DECISION
FOR THE
VALERO COGENERATION PROJECT (01-AFC-5C)
On November 22, 2002, the California Energy Commission (Energy Commission) received a request to amend the Commission Decision for the Valero Cogeneration Project. The nominal 102 MW natural gas-fired power plant is located at the Valero Refinery in the City of Benicia in Solano County. The power plant was certified on October 31, 2001, and commenced construction on November 7, 2001. The project consists of two phases, each with a nominal capacity of approximately 51 MW. The Commission Decision requires both phases to be online by December 31, 2002.
DESCRIPTION OF THE PROPOSED CHANGE: The Valero Refining Company Ð California (Valero), owner/operator, is requesting approval to modify the language in General Condition 10. Specifically, Valero wants to extend the online date for Phase II from December 31, 2002, to November 1, 2005. Valero is requesting the additional time to consider the viability of constructing the second phase. Phase I is online and is expected to become commercially operational by the end of December 2002. Some construction has begun on Phase II, e.g., the grading is completed and the cooling tower is installed, but it will not be online by December 31, 2002.
ENERGY COMMISSION REVIEW PROCEDURES
The purpose of the Energy Commission's review process is to assess the impacts of this proposal on environmental quality, public health and safety. The review process includes a determination that the project, as changed, will remain in compliance with applicable laws, ordinances, regulations, and standards (Title 20, California Code of Regulations, Section 1769). Energy Commission staff is currently analyzing the request and will publish an analysis in the next few weeks.
This Notice of Receipt is being mailed to interested parties and local property owners who may want to participate in the amendment process.
