NOTICE OF RECEIPT
REQUEST TO AMEND THE ENERGY COMMISSION DECISION
VALERO COGENERATION PROJECT (01-AFC-5C)
On November 22, 2002, the California Energy Commission (Energy Commission) received a request to amend the Commission Decision for the Valero Cogeneration Project. The nominal 102 MW natural gas-fired power plant is located at the Valero Refinery in the City of Benicia in Solano County. The power plant was certified on October 31, 2001, and commenced construction on November 7, 2001. The project consists of two phases, each with a nominal capacity of approximately 51 MW. The Commission Decision requires both phases to be online by December 31, 2002.
DESCRIPTION OF THE PROPOSED CHANGE: The Valero Refining Company – California (Valero), owner/operator, is requesting approval to modify the language in General Condition 10. Specifically, Valero wants to extend the online date for Phase II from December 31, 2002, to November 1, 2005. Valero is requesting the additional time to consider the viability of constructing the second phase. Phase I is online and is expected to become commercially operational by the end of December 2002. Some construction has begun on Phase II, e.g., the grading is completed and the cooling tower is installed, but it will not be online by December 31, 2002.
