|Purpose:||The California Energy Commission staff will hold an Issue Identification and Data Response workshop for the Valero Cogeneration Project (VCP) so that the applicant's representatives, interested agencies, and the public can identify and discuss the major issues, and clarify data responses for this project. Topic areas to be discussed include air quality, water resources, and socioeconomics, and any other issue of interest to those participating in the workshop. An Informational Hearing will begin at 6:30 p.m. on this date; the workshop will follow immediately after. If you have questions in a particular technical area, please contact the project manager identified below five days in advance of the meeting date so that appropriate technical staff can plan to attend.|

|Project Summary:||On June 6, 2001, the Energy Commission deemed the Valero Cogeneration Project (VCP), Application for Certification (AFC) data adequate. This begins the Energy Commission's review process. VCP is seeking approval from the California Energy Commission (Energy Commission) to operate a nominal 102-megawatt (MW) refinery gas-fired power generating facility at the existing Valero Refinery location. The VCP area will be accessed via the existing roads and streets within the refinery. The power plant will consist of two GE gas turbines (LM6000 - PC Sprint) with chillers, fuel gas compression facilities, power generators, heat recovery steam generators (HRSG), SCRs for emission control, and associated instrumentation, piping, and wiring. The produced power will be conveyed through underground cables (~2000') to the new Valero switch house within the refinery at a voltage of 12 kV. As a result of this project, the refinery will not require the current power consumed from the California electrical grid.|
|Public Participation:||Public Resources Code section 25552, requires the Energy Commission to expedite, to the extent feasible, AFCs for power plants that can be online by December 31, 2002. The Energy Commission staff will be recommending the VCP process be completed in 95 to 120 days. The public is encouraged to participate and provide comments in the early days of the review process.
