The California Energy Commission Staff will conduct a Data Response and Issue Resolution Workshop for the proposed Victorville 2 Hybrid Power Project. All interested agencies and members of the public are invited to participate. The workshop will be held:

Purpose

The Energy Commission Staff is currently analyzing the city of Victorville's Application for Certification (AFC) for the proposed development of the Victorville 2 Hybrid Power Project. Staff has provided the applicant one set of Data Requests dated June 22, 2007. In this workshop scheduled for August 8, 2007, it is expected the primary topics of discussion will be in the technical areas of air quality and water resources. The staff workshop will focus on information as provided in city of Victorville's Data Responses dated July 23, 2007 and work toward resolving project issues. Staff's Data Requests and the city of Victorville's Responses can be found on the Energy Commission's website: http://www.energy.ca.gov/sitingcases/victorville2/. As part of the water resources discussion, staff, the applicant and various water agencies will also be discussing information needed to support the water supply assessment associated with the project.

Following the workshop, staff will consider the comments it receives and will publish a Preliminary Staff Assessment containing its initial recommendations on the proposed project.

Background

On February 28, 2007, the city of Victorville submitted an AFC to construct and operate the 563 megawatt (MW) Victorville 2 Hybrid Power Project. The project involves a hybrid mix of natural gas-fired combined cycle generating equipment integrated with solar thermal generating equipment. Construction of the proposed Victorville 2 facility would require three areas that total 388 acres, located immediately north of the Southern California Logistics Airport which is the site of the former George Air Force Base. Including the land required for the solar collectors, the footprint of the power plant would require grading of approximately 338 acres, and construction laydown would require two separate temporary areas of 20 and 30 acres each. The project site is situated approximately 3.5 miles east of Highway 395 and approximately 0.5 mile west of the Mojave River. The Energy Commission is responsible for reviewing and ultimately approving or denying all applications for thermal electric power plants, with a generating capacity of 50 MW or greater, proposed for construction in California.
