2005 BUILDING ENERGY EFFICIENCY STANDARDS


The staff of the California Energy Commission will conduct workshops to obtain public comment on development of the next update to the Building Energy Efficiency Standards (Standards) for Residential and Nonresidential Buildings (California Building Code, Title 24, Part 6).

Purpose of the Workshop

The next update to the Standards is expected to be adopted by the Commission by July 1, 2003, and go into effect in 2005. The Commission staff held a workshop on October 22, 2001, to discuss topics that the Commission proposes to evaluate for 2005 Standards changes and to identify other Standards change ideas that people propose. The next step is for proponents of Standards changes to complete a "Measure Information Template," due November 5, 2001. The purpose of the November 15 and 16, 2001, workshops is to discuss the Measure Information Templates that are completed.

Based on these workshops, the Commission plans to make a determination about what Standards change ideas the Commission will devote its limited resources for this proceeding to investigate further.

As an adjunct to the November 15 and 16 workshops, which are expected to last all day, the Commission will hold a much shorter workshop on November 14 to review the results of a recently completed contract on residential framing factors. The Commission expects the conclusions of this framing factor contract to be considered in the Commission's proposed Standards changes related to residential construction quality.

We are seeking broad public participation in the completion of Measure Information Templates and the two days of workshops on them, and also participation in the workshop on residential framing factors for those people who are interested in this narrower topic.

Participants who wish to make proposals for Standards amendments are requested to e-mail completed Measure Information Templates to balcorn@energy.state.ca.us by close of business November 5, 2001.

At the November 15 and 16 workshops, staff will present Measure Information Templates for the topic areas that the Commission proposes to further investigate for amendments to the Standards. Other persons who submit Measure Information Templates by the November 5, 2001 deadline will be provided an opportunity to present those Templates. Participants in the workshops will have an opportunity to comment on the Templates presented by others.
