The staff of the California Energy Commission will conduct a workshop to obtain public comment on the time dependent valuation and cost effectiveness methodologies proposed for the next update to the Building Energy Efficiency Standards (Standards) for Residential and Nonresidential Buildings (California Building Code, Title 24, Part 6).

At the workshop the staff will discuss the time dependent valuation methodology that is proposed to replace the source energy method that is currently used to value energy efficiency measures in the Standards. The time dependent valuation methodology takes into account variation in costs to supply energy in different time periods, hourly for electricity, and seasonally for natural gas and propane. The workshop will focus on the fundamentals of the proposed methodology and initial analysis of the implications its use may have on compliance with the Standards for different measures and energy sources (electricity, natural gas, and propane). The workshop also will address the cost effectiveness analysis approaches planned to evaluate measures that are under consideration for the Standards. Included in the workshop will be a discussion of changes that are proposed to improve the accuracy of building energy modeling, particularly related to time dependent valuation. Participants in the workshop will have an opportunity to comment on these topics.
