NOTICE OF STAFF WORKSHOPS
2005 BUILDING ENERGY EFFICIENCY STANDARDS
CONTRACTOR'S REPORT ON NONRESIDENTIAL
The staff of the California Energy Commission will conduct this workshop to obtain public comment on one topic area in the development of the next update to the Building Energy Efficiency Standards (Standards) for Residential and Nonresidential Buildings (California Building Code, Title 24, Part 6).

Purpose of the Workshop
The New Buildings Institute, a contractor to the Commission, will present its report on Nonresidential Acceptance Requirements. Acceptance Requirements are defined as the application of targeted inspection checks and functional and performance tests to determine whether specific building components, equipment, systems, and interfaces between systems conform to the criteria set forth in the building code and related construction documents (plans or specifications). Acceptance Requirements can effectively ensure code compliance and help determine whether equipment meets operational goals or needs adjustment to increase efficiency and effectiveness.
The recommended Acceptance Requirements will address three key areas:
- the process of verifying that the standards are met;
- the scope of technologies, practices, strategies, or systems to be included; and
- the process of verifying that the technology, practice, strategy, or system was installed and performs according to design intent.
The proposal establishes a Certificate of Acceptance that the installing contractor,engineer of record, or agent must complete before receiving an occupancy permit.
The workshop will focus on the implications that Acceptance Requirements may have on compliance with the Standards. Documentation related to this topic can be found on the Commission web site given below see the section on documents for the April 22, 2002 workshop.
