Purpose of the WorkshopThe State Legislature directed the Commission to adopt lighting energy standards for outdoor lighting. The Commission intends to adopt the Outdoor Lighting Standards by July 1, 2003, which go into effect in 2005.
The Commission staff held a workshop on March 28, 2002, to discuss topics that the Commission proposed to evaluate for the Outdoor Lighting Standards and to identify other ideas that people proposed. In this second staff workshop, the staff will present the topic areas that the Commission intends to pursue for outdoor lighting standards. The staff will present the proposed plans, and workshop participants will have an opportunity to ask questions about this information and make comments.
The Energy Commission encourages the public and interested parties to participate in this process. Additional information about the Outdoor Lighting Standards is available on the Commission web site.

In response to the California energy crisis, the California Legislature passed and Governor Davis signed Senate Bill 5X, introduced by Senator Byron Sher (Statutes of 2001), which requires the Energy Commission to adopt energy efficiency standards for outdoor lighting.
Through this project, the Commission intends to develop and adopt lighting standards for all outdoor lighting applications, including all non-conditioned areas that are not already subject to existing California standards. Such lighting standards includes but are not limited to lighting in unconditioned buildings, lighting that is mounted on the exterior of buildings, lighting that is exterior to buildings but controlled from the electrical panel of the building, and lighting that is not controlled from a building. Examples of outdoor lighting include lighting in unconditioned warehouses and other unconditioned building spaces, lighting for parking lots, signage and advertising, car lots, and service stations, street and highway lighting, and other outdoor lighting systems.
The goal is to conserve energy and reduce electricity peak demand by adopting cost effective energy efficiency standards for outdoor lighting, consistent with public health and safety.
