2008 Building Energy Efficiency Standards
California Energy Commission staff will conduct a workshop for presentation of potential revisions to Building Energy Efficiency Standards for Residential and Nonresidential Buildings (Standards) (California Code of Regulations, Title 24, Part 6) and to obtain public suggestions and comment for the 2008 Standards.

This notice, the workshop agenda, and other related documents will be posted to the project website, www.energy.ca.gov/title24/2008standards/prerulemaking/documents/index.html#051806. Please check the website for additional information. Interested persons may sign up on a list server at that website to receive email updates about the 2008 Standards.
At this workshop, staff and project contractors will discuss potential changes to the standards. Workshop participants will have opportunities to ask questions about this information and to make comments and suggestions.
Potential topics to be discussed will include:
- Evaporative coolers
- Water heating
- Residential window performance requirements
- Indoor and outdoor lighting
- Residential pool pumps
- Residential and nonresidential cool roofs
- Cool ducts
- Other suggestions by stakeholders

The Energy Commission updates the Building Energy Efficiency Standards on a three-year cycle. This is the fourth in a series of workshops to obtain public input through which potential revisions to the Standards are identified and discussed. At the end of this series of workshops, the Energy Commission will conduct a formal rulemaking proceeding, expecting to adopt the updated Standards in 2007. The Standards are expected to go into effect in the latter part of 2008.
California energy policy places high priority on substantial updating of the Standards in the 2008 and subsequent update cycles. Please see information about California policy goals and objectives at: http://www.energy.ca.gov/title24/2008standards/background.html
The Energy Commission will pursue these objectives by developing Building Energy Efficiency Standards improvement proposals for several "key topic areas," which will be highlighted at the workshops. Priority will be placed on proposals resulting from the Energy Commission Public Interest Energy Research program, the Codes and Standards Enhancement Initiatives of the electric and gas utilities' statewide Codes and Standards program, and proposals developed by the Energy Commission's Buildings and Appliances Office and its technical consultant contract. In addition to proposals for major revisions to the Building Energy Efficiency Standards, the Energy Commission will consider suggestions and comments related to improvement of the effectiveness or clarity of the Standards and associated documents (including the Alternative Calculation Method Approval Manuals and the Joint Appendices).
Written comments on the workshop topics are due by 5 p.m. on May 11, 2006. The Energy Commission encourages comments by electronic mail. Those submitting comments by electronic mail should provide them on letterhead in either Microsoft Word or Portable Document Format (PDF) to email@example.com. Please include "2008 Building Energy Efficiency Standards [suggestions] or [comments]" in the subject line and first paragraph of your comments. Interested persons may also send comments by postal mail. Please hand deliver or mail the original and 10 copies of the comments to:
