Notice of Staff Workshop on Assembly Bill 868
Fuel Delivery Temperature Study
The California Energy Commission (Energy Commission) staff will conduct the third of multiple public workshops to implement Assembly Bill (AB) 868 (Davis, Chapter 398, Statutes of 2007). This legislation requires the Energy Commission to prepare a cost-benefit analysis and make recommendations on the implementation of Automatic Temperature Correction devices at retail service stations so that transportation fuels can be sold at adjusted volumes based on the industry's reference temperature.

Purpose
This is the third public workshop convened by the Energy Commission to discuss the preliminary data analysis that has been collected for their Fuel Delivery Temperature Study designated by AB 868. The data analysis will include statewide and county level summary statistics collected from the California Food and Agriculture's Division of Measurement Standards' Fuel Temperature Survey along with summary statistics of other applicable variables such as retail fuel prices, fuel densities, quantity demand, and county-specific information. The Energy Commission will review the current methodology and will address any outstanding issues associated with this study's cost-benefit analysis. The Energy Commission also requests that all interested stakeholders, in addition to advisory group members, share any technical information or insight relevant to the cost-benefit analysis associated with the study. The Energy Commission will consider input for finalizing the structure of their cost-benefit analysis study as a resource for future staff work to quantify the effects of different methods of adjusting for temperature-related fuel volume changes and in development of any potential future policy recommendations.
Background
Transportation fuels expand and contract with temperature change. Gasoline volume expands approximately 1 percent for every 15 degree increase in temperature. Energy content does not increase with this expansion; therefore, fuels pumped during warmer termperatures reduces the distance traveled by a consumer's vehicle compared to fuel purchased at the industry reference standard temperature of 60 degrees Fahrenheit.
AB 868 directs the Energy Commission to analyze what impact this has on consumers and other stakeholders, to prepare a cost-benefit analysis, and to make recommend-ations regarding the potential implementation of Automatic Temperature Correction devices at retail service stations. This report is due to the Legislature no later than December 31, 2008.
