Notice of Committee Workshop on the
Fuel Efficient Tire Program
The California Energy Commission (Energy Commission) Transportation Committee (Committee) will conduct a workshop to describe the implementation of the Energy Commission Fuel Efficient Tire Program. Vice Chair James D. Boyd is the Presiding Member and Commissioner Jeffrey D. Byron is the Associate Member. Other Commissioners may attend and participate in the workshop. The Fuel Efficient Tire Program is in response to directives contained in Assembly Bill 844 (Nation, Chapter 645, Statutes of 2003).

This workshop is being conducted to discuss with and receive input from members of the public and interested parties about the Energy Commission efforts to develop and implement a comprehensive fuel efficient tire program. At this workshop staff will describe the program elements, initial steps implementing the program, opportunities to provide input at the various stages of the program, and provide the public and interested parties an opportunity to raise questions and air any initial concerns or ideas as Energy Commission staff undertakes work on the program.

The Energy Commission's Fuel Efficient Tire Program was originally prompted from the results of a study conducted pursuant to SB 1170 (Sher, Chapter 912, Statutes of 2001) that concluded that there was a potential for substantial vehicle fuel savings from an increase in the use of properly inflated, low rolling resistance tires. The findings from the SB 1170 study led to AB 844 which provides the Energy Commission the authority to develop and implement a comprehensive fuel-efficient tire program, including standards, for passenger vehicles and light duty trucks.
AB 844 can be considered as consisting of three implementation phases:
Phase I, the Energy Commission shall:
- Develop and adopt a database of the energy efficiency of a representative sample of replacement tires sold in the state, based on test procedures adopted by the Energy Commission.
- Develop and adopt a rating system for the energy efficiency of replacement tires that will enable consumers to make more informed decisions when purchasing tires for their vehicles.
- Establish requirements for tire manufacturers to report the energy efficiency of replacement tires.
Phase II, the Energy Commission, in consultation with the California Integrated Waste Management Board (CIWMB), shall adopt and implement:
- A tire energy efficiency program for replacement tires designed to ensure that replacement tires sold in the state are at least as energy efficient, on average, as Original Equipment (OE) tires on new passenger cars and light-duty trucks except to the extent that the Energy Commission determines it is unable to do so in a manner that:
- Is technically feasible and cost effective
- Does not adversely affect tire safety
- Does not adversely affect the average life of replacement tires
- Does not adversely affect the state effort to manage scrap tires
Phase III, the Energy Commission, in consultation with the CIWMB, shall:
Review and revise the program, including standards, as necessary not less than once every three years.
