Background

On May 24, 2006, the Energy Commission adopted an Order Instituting Informational (OII) proceeding to develop statewide guidelines to help reduce the impacts of wind energy development on birds and bats (Docket No. 06-OII-1). The OII delegated responsibility for developing statewide guidelines to the Energy Commission's Renewables Committee. The Energy Commission, working with the California Department of Fish and Game (CDFG), is developing these voluntary guidelines intended for use by local government lead agencies such as counties and cities to facilitate the permitting and environmental review process for wind energy development in California. These guidelines will be developed using the best available science and a collaborative approach that includes stakeholders and the public. The goal of the proceeding is to encourage the development of wind energy in the state while minimizing impacts to wildlife.

The Renewables Committee held a hearing on June 9, 2006 to seek public comment from wind industry representatives, environmental organizations, and other stakeholders about the guideline development. Energy Commission staff held a workshop on July 28, 2006 to further discuss key issues in the guidelines and to seek public comment.

Purpose

This workshop will provide a forum for discussion about the guidelines, with a particular focus on the following topics: pre-construction monitoring, post-construction monitoring, and sources of data. The Energy Commission encourages interested parties to present their views either in writing or orally at the workshop. An agenda with workshop discussion items will be provided approximately one week prior to the workshop.

Request for Discussion Items

We encourage those with suggestions for discussion items (such as survey methods or monitoring duration) related to the workshop topics to e-mail Rick York, Senior Biologist at [ryork@energy.state.ca.us] by August 17, 2006. Suggested discussion items will be considered for the workshop agenda.

Written Comments

Written comments on the workshop topics may be submitted prior to or after the workshop, but no later than 5:00 p.m. on September 8, 2006. Please include the docket number 06-OII-1 and indicate “Developing Statewide Avian Guidelines” in the subject line of your comments. Please hand deliver or mail an original plus 12 paper copies to:
