NOTICE OF COMMITTEE WORKSHOP
The California Energy Commission (Energy Commission) Renewables Committee will conduct a workshop to seek public comment on the draft Statewide Guidelines for Reducing Impacts to Birds and Bats from Wind Energy Development (Guidelines). Commissioner John L. Geesman is the Presiding Member and Chairman Jackalyne Pfannenstiel is the Associate Member. The workshop will be held on:

On May 24, 2006, the Energy Commission adopted an Order Instituting Informational (OII) proceeding to develop voluntary statewide guidelines that would encourage the development of wind energy in the state while minimizing impacts to birds and bats (Docket No. 06-OII-1). The OII delegated responsibility for developing statewide guidelines to the Energy Commission's Renewables Committee.
The Renewables Committee held a hearing on June 9, 2006 to seek public comment from wind industry representatives, environmental organizations, and other stakeholders about the guideline development. Energy Commission and California Department of Fish and Game (CDFG) staff held workshops on July 28, August 28-29, and September 27-28, 2006 to further discuss key issues and to seek public comment.
On December 22, 2006, Energy Commission and CDFG staff published the draft Guidelines. The document is available at www.energy.ca.gov/2006publications/CEC-700-2006-013/CEC-700-2006-013-SD.PDF. The draft Guidelines include pre-and post-construction monitoring protocols and suggested mitigation strategies and were developed using the best available science with consideration to written and oral comments. Following publication of the draft Guidelines, Energy Commission and CDFG staff held a workshop on January 17-18, 2007 to seek public comment on the document.

The Renewables Committee encourages interested parties to present their views either in writing in advance of the workshop, orally at the workshop, or through written comments after the workshop. We encourage those with presentation topics for the workshop or issues that may warrant significant discussion to e-mail Rick York, Senior Biologist at email@example.com by January 29, 2007. Suggested discussion and presentation items will be considered for the workshop agenda.
Written comments on the draft Guidelines must be submitted by 5:00 p.m. on February 20, 2007. If you have previously submitted comments it is not necessary to resubmit them. The most useful comments are those that reference a page number and line of the Guidelines and provide recommended revisions. Please include the docket number 06-OII-1 and indicate "Developing Statewide Avian Guidelines" in the subject line or first paragraph of your comments.
