The Guidelines provide information to help reduce impacts to birds and bats from new development or repowering of wind energy projects in California and includes recommendations on preliminary screening of proposed wind energy project sites; pre-permitting study design and methods; assessing direct, indirect, and cumulative impacts to birds and bats in accordance with state and federal laws; developing impact avoidance and minimization measures; establishing appropriate compensatory mitigation; and post-construction operations monitoring, analysis, and reporting methods.
Energy Commission and California Department of Fish and Game staff released the draft Guidelines on December 22, 2006 and released the revised draft Guidelines on April 5, 2007. The Energy Commission has received comment letters on the Guidelines from wind energy development companies, counties, conservation groups and other non-governmental organizations, scientists, and private citizens. Additional comments on the revised draft Guidelines were received at a Renewables Committee workshop held on April 16, 2007 and at a hearing held on August 13, 2007 at the Energy Commission. On July 17, 2007, the Renewables Committee released the Committee Draft Guidelines. The Renewables Committee considered comments submitted on this version of the draft Guidelines in developing the Committee Final Draft Guidelines. This document will be available at www.energy.ca.gov/2007publications/CEC-700-2007-008/CEC-700-2007-008-CTF.PDF. The Energy Commission will consider adopting the document at its September 26, 2007 Business Meeting.
The Renewables Committee encourages interested parties to present their views either in writing in advance of the Business Meeting or orally at the Business Meeting. Please include the docket number 06-OII-1 and indicate "Developing Statewide Avian Guidelines" in the subject line or first paragraph of your comments.
