Home Energy Rating System (HERS)
The California Energy Commission has approved the California Building Performance Contractors Association (CBPCA) as a Home Energy Rating System (HERS) provider of field verification and diagnostic testing services, including the Home Enalasys' Third Party Quality Control Program.
On Wednesday, March 1, 2006, the Energy Commission approved certification of CBPCA as a HERS provider for verifying compliance when field verification or diagnostic testing is required by Title 24 Building Energy Efficiency Standards. The Energy Commission has now approved three HERS providers, California Home Energy Efficient Rating System (CHEERS), CalCERTS, and CBPCA. Individuals wishing to be trained as HERS raters or applicants for building permits needing the service of a HERS rater may contact any of these HERS providers:

Pursuant to HERS regulations adopted by the Energy Commission and codified in the California Code of Regulations, Title 20, Sections 1670 through 1675 inclusive, CBPCA submitted an application for approval as a HERS Provider. The Energy Commission reviewed CBPCA's application and determined that it satisfies the requirements specified in the HERS regulations.
HERS raters, trained and certified by HERS providers, serve a critically important function for insuring high quality installation of energy efficiency features in California homes and certain commercial HVAC installations. As special inspectors they work hand-in-hand with local building departments. Building departments are legally required to receive a CF-4R form signed by a certified HERS rater before final approval of any building that uses measures requiring field verification and diagnostic testing to show compliance.
As part of the approval of CBPCA's Home Energy Rating System, the Energy Commission approved Home Enalasys' Third Party Quality Control Program. When participating installers are specially trained, certified, and monitored by a Third Party Quality Control Program, a smaller sampling rate (as low as 1 in 30 compared to 1 in 7) is allowed for verification of certain installed compliance measures by a HERS rater.
Home Enalasys' Third Party Quality Control Program, approved as part of the CBPCA's Home Energy Rating System, is approved for duct sealing verification, airflow verification, refrigerant charge verification, and blower door verification of reduced infiltration. The program uses automated radio-frequency, software-controlled data-gathering systems, error checking and procedure flagging protocols, and eOne Platform software that evaluates and flags uploaded data and requires periodic and timely data uploads for installers trained and certified through this program.
