Transitioning to the new program

The time-of-transaction building energy use disclosure program (commonly referred to as Assembly Bill 1103) ended December 31, 2015. There is no statewide energy use disclosure requirement for 2016.Throughout 2016, Energy Commission staff will be preparing and conducting a rulemaking to develop regulations and establish the infrastructure for the new statewide benchmarking program mandated by Assembly Bill 802 (Williams, Chapter 590, Statutes 2015). Staff anticipates that regulations for the new program will become effective in 2017.
