Hydrogen Refueling Station Workshops

The network of hydrogen refueling stations funded by the Energy Commission supports the carbon reduction and air quality improvement goals of the State of California, such as the Zero Emission Vehicle (ZEV) Mandate, which calls for sufficient alternative refueling infrastructure to support up to 1 million ZEVs by 2020, and then to have 1.5 million ZEVs on the road in California by 2025. Hydrogen fuel cell electric vehicles (FCEVs) are expected to play a critical role in meeting the ZEV Mandate targets. Hydrogen fueling will also contribute to the mix of alternative fuels needed to implement the Low Carbon Fuel Standard (LCFS), which is designed to reduce the carbon intensity of transportation fuels by 10 percent by 2020. The goal of the next solicitation is to provide grant funds to projects in specified regions to continue expansion of California’s hydrogen refueling and FCEV markets which are transitioning from a pre-commercial phase into the early commercial phase and to accommodate the projected roll-out of FCEVs in the 2018-2020 timeframe.

The California Energy Commission Fuels and Transportation Division staff will hold a series of staff workshops to explore hydrogen refueling infrastructure alternative funding mechanisms and other ideas for possible inclusion in future draft solicitation concepts. The alternative funding mechanisms under consideration are ARFVTP loan guarantees, the ability to “pick and choose” between Cap-X and O&M for one grant amount, and the ability to apply for funding a region or area in California in which to construct and operate hydrogen refueling stations. Participants in the workshops will discuss ideas for new technical requirements for hydrogen refueling stations for use in future draft solicitation concepts and respond to public comments and questions.
