Project Description

The Sentinel Energy Center (SEC) is located within unincorporated Riverside County.

SEC is a nominally rated 850-megawatt natural gas-fired, simple-cycle facility consisting of eight natural gas-fired General Electric LMS100 combustion turbine generators, selective catalytic reduction and carbon monoxide equipment, and a zero liquid discharge system. Other facilities within the project are a 3,200ft-long potable water supply line, a 0.75-acre stormwater retention basin, and five on-site water supply wells. A 2.6-mile-long natural gas pipeline starting from the existing Wildflower Indigo Energy Facility to the plant is also part of the project.

SEC supplies quick-start peaking capacity, energy, and ancillary services into the California Independent System Operator's Los Angeles Basin Local Capacity Requirement (LCR) Area. The LCR area needs additional peaking capacity to meet resource adequacy requirements and ensure grid reliability. SEC’s capacity, energy, and ancillary services are sold under long-term contract to one or more load serving entities and has a power purchase agreement with Southern California Edison for five of the units.

Power Plant Certification and Exemption Processes

The CEC has the exclusive authority to certify all thermal power plants 50 megawatts (MW) and larger and related facilities proposed for construction in California. The Application for Certification (AFC) process is a certified regulatory program under the California Environmental Quality Act (CEQA). As a certified regulatory program, the CEC does not prepare environmental impact reports (EIRs) in an AFC proceeding, but instead prepares environmental assessment documents that are functionally equivalent to EIRs. A certificate issued by the CEC is in lieu of any permit, certificate, or similar document otherwise required by any state, local or regional agency, or federal agency to the extent permitted by federal law, and supersedes any applicable statute, ordinance, or regulation of any state, local, or regional agency, or federal agency to the extent permitted by federal law.
