The California Energy Commission approved this project's Application For Certification on January 16, 2008. The Commission monitors the power plant's construction, operation and eventual decommissioning through a compliance proceeding.

GENERAL DESCRIPTION OF PROJECT

In January 2008, the California Energy Commission (Energy Commission) issued a license to Starwood Power-Midway, LLC for the nominal 120 megawatts, simple-cycle electric generating Starwood Power Project. The facility began commercial operation on May 1, 2009.

The facility utilizes two FT8-3 Swift-Pac Combustion Turbine Generator units installed in a simple-cycle power plant arrangement. The gas turbines are equipped with a water injection system to reduce production of nitrous oxides (NOx), a selective catalytic reduction system (SCR) with 19% aqueous ammonia to further reduce NOx emissions, and an oxidation catalyst to reduce carbon monoxide (CO) emissions.

The project is located on a 5.6 acre site within Fresno County, located adjacent to the Panoche Hills and east of the San Benito County line. It is approximately 50 miles west of the City of Fresno and approximately 2.0 miles east of Interstate 5.

In January 2014, Starwood Power-Midway, LLC changed its name to Midway Peaking, LLC. The Starwood Power Project is now referred to as the Midway Peaking Project.


Energy Commission Facility Certification Process

The California Energy Commission is the lead agency (for licensing thermal power plants 50 megawatts and larger) under the California Environmental Quality Act (CEQA) and has a certified regulatory program under CEQA. Under its certified program, the Energy Commission is exempt from having to prepare an environmental impact report. Its certified program, however, does require environmental analysis of the project, including an analysis of alternatives and mitigation measures to minimize any significant adverse effect the project may have on the environment.
