Purpose
The purpose of this Invitation for Bids (IFB) is to select a consultant team of qualified staff and subcontractors to provide technical support to the Efficiency Division’s Existing Buildings and Compliance Office in developing a plan that will promote compliance with the Building Energy Efficiency Standards (Energy Standards) in the installation of central air-conditioning and heat pumps (AC/HP) in residential and small commercial buildings.

- Addendum 1 adds a new minimum qualification to ensure that the compliance plan is written from a completely neutral perspective, without involvement from HERS Providers, HERS Raters, HERS Rating Companies, Acceptance Test Technician Certification Providers (ATTCP), ATTCP Employers or Acceptance Test Technicians (see Solicitation Files)
- Addendum 2 makes modifications to the IFB in response to questions received (see Solicitation Files)
- Addendum 3 extends the deadline for bids by one week due to the requirements for detailed budgets for all subcontractors (see Solicitation Files)
