The Renewables Portfolio Standard (RPS) Eligibility Guidebook (Tenth Edition) is now available. The Renewables Portfolio Standard Eligibility Guidebook (RPS Guidebook), 10th Edition was formally adopted by the Energy Commission at the December 19, 2025 Business Meeting.

Western Renewable Energy Generation Information System Update
Western Renewable Energy Generation Information System (WREGIS) is an independent renewable energy certificate tracking system. California’s Renewables Portfolio Standard program relies on WREGIS to support program administration, as do other clean energy programs in California and throughout the West. WREGIS is a division of the Western Energy Coordinating Council (WECC).
As outlined in a June letter to customers, WREGIS announced its agreement with its current software provider ends on December 31, 2027, and will not be extended. For commonly asked questions regarding the development of new software to support the ongoing WREGIS mission and the recommended new corporate structure and governance of WREGIS as a stand-alone entity from WECC, please visit the following link: WREGIS | Western Electricity Coordinating Council

The RPS eligibility guidebook is the authority for facility certification requirements and generation reporting requirements. The guidebook is the primary resource to learn about RPS participation and overall program guidance. Previous guidebook editions are also available.
The RPS program uses an online portal to interact with stakeholders. The portal is used for program involvement activities, including:
- Viewing a public list of RPS facilities.
- Applying for RPS certification of a facility.
- Reporting generation claims to Energy Commission staff.
The processes and formulas that the Energy Commission staff uses to determine the eligibility and quality of renewable generation are in the Verification Methodology Report.
The Energy Commission is responsible for verification and compliance of local publicly owned electric utilities (POU). Specific requirements are in the enforcement regulations.
