Generation Reporting Announcement

The Renewables Portfolio Standard 2023 Annual Reporting deadline for Renewable Generation Facilities is April 1, 2024. The Renewables Portfolio Standard 2023 Generation, Fuel Use Reporting, Common Carrier Pipeline Reporting - Due April 1, 2024 is available now to assist facilities with annual reporting. Facilities are required to submit 2023 Annual Generation Reports through the RPS Online System by the deadline outlined above.

The Renewables Portfolio Standard 2022 Annual Reporting deadline has been extended to 30 calendar days after WREGIS has fully resolved a system issue preventing certain generators from having RECs created for their RPS-eligible generation, and notified the CEC. A subsequent notification will be given to LSEs at that time, which will trigger the 30-day annual reporting deadline.

The 2022 Annual Reporting Instructions for POUs and the 2022 WREGIS Reporting Guidance (updated September 2023) is available now to assist load-serving entities with annual reporting. All load-serving entities (LSE), including retail sellers and local publicly owned electric utilities (POU) shall report 2022 retirement of renewable energy credits for California’s Renewables Portfolio Standard (RPS) to the California Energy Commission by the deadline extension outlined above.

As specified by the Renewable Portfolio Standard Eligibility Guidebook, Ninth Edition, (Revised) (RPS Eligibility Guidebook), all LSEs are required to track and report RPS procurement using the Western Renewable Generation Information System.

POUs are required to submit 2022 Annual Summary Reports and supporting documentation, including new or revised contracts executed in the prior year, e-Tag Reports, and Hourly Reports through the RPS Online System, by the deadline extension outlined above.

The RPS eligibility guidebook is the authority for facility certification requirements and generation reporting requirements. The guidebook is the primary resource to learn about RPS participation and overall program guidance. The RPS program uses an online portal to interact with stakeholders. The portal is used for program involvement activities, including:

  • Viewing a public list of RPS facilities.
  • Applying for RPS certification of a facility.
  • Reporting generation claims to Energy Commission staff.

The Energy Commission is responsible for verification and compliance of local publicly owned electric utilities (POU). Specific requirements are in the enforcement regulations.
