The California Energy Commission (CEC) and ElaadNL will host a joint hybrid workshop to discuss public key infrastructure (PKI) and governance for electric vehicle (EV) charging.

Overview

Recent market and policy developments have accelerated industry interest in PKI for EV charging in North America. Notably, the final rules for the National Electric Vehicle Infrastructure Formula Program require funded chargers to be capable of Plug and Charge beginning February 28, 2024, which will rely on PKI to ensure secure transactions. Further, the expected presence of multiple PKI operators in both North America and Europe will necessitate agreement on governance and rules to ensure interoperability across PKIs, fair competition, and a consistent Plug and Charge experience.

This workshop will continue cross-industry discussions about PKI and governance which began at the Vehicle Interoperability Testing Symposium (VOLTS) in May 2023. A key goal for this workshop will be to identify a neutral, industry-accepted forum for future discussions about PKI and governance in North America.

Learning from existing solutions (30-40 minutes)

  1. Presentation: Technical solutions for PKI interoperability (ElaadNL)
  2. Presentation: European Commission efforts on PKI and governance (PricewaterhouseCoopers)

Determining a path for North America (120+ minutes)

Discussion led by CharIN North America

  1. Near term objectives: Review near term objectives and outcomes from the VOLTS PKI Workshop. Participants will discuss immediate solutions to be deployed within the next 12 months while longer term rules and solutions are pending.
  2. Discuss framework for determining PKI governance and rules in North America: CharIN will present a proposed roadmap for PKI governance and rules in North America. Participants will discuss and agree on an appropriate forum for determining PKI governance and rules going forward.
  3. Discuss longer term solutions for PKI interoperability and governance: This discussion will be transferred to the above forum when that forum is established.
