This Final Staff Assessment (FSA) is a publication by California Energy Commission (Energy Commission) staff for the Carlsbad Energy Center Project Amendment (amended CECP). The project owner and petitioner, Carlsbad Energy Center, LLC, (petitioner/project owner), an indirect, wholly owned subsidiary of NRG, Inc., proposes to modify the project approved by the Energy Commission on May 31, 2012 (licensed CECP).
This FSA contains staff's independent, objective evaluation of the petition to amend the Final Commission Decision of the licensed CECP in separate, technical analyses. The analyses are similar to those normally contained in an Environmental Impact Report (EIR) required by the California Environmental Quality Act (CEQA).
