The purpose of this Staff Assessment is to provide objective information regarding the Black Rock Geothermal Project’s (BRGP) significant effects on the environment, identify possible ways to minimize the significant effects, describe reasonable alternatives to the project, and assess the project's conformance with applicable local, state, and federal laws, ordinances, regulations, and standards. This information will be considered by the Committee of two California Energy Commission (CEC) Commissioners assigned to this proceeding in deciding whether to recommend the CEC grant a certificate to build and operate the BRGP. The Staff Assessment is based on information from the application for certification (AFC) and associated submittals, site visits, data requests and responses, and additional staff research, including consultation with other agencies, such as responsible and trustee agencies, and relevant information received during any public meetings.
