Reservation-Based Shared Level 2 EV Charging in Multi-Family Properties: An Analysis of Shared Public and Private Multi-Family Charging in Three California Regions
Renters living in multi-family dwellings (MFDs) in California have limited access to convenient electric vehicle (EV) charging access. This limited access is inhibiting the adoption of EVs and stalling widespread vehicle electrification, which is one of the most promising greenhouse gas (GHG) emissions reduction strategies for the state. This BESTFIT project aimed to demonstrate EVmatch’s unique reservation software system and customizable public-private access control platform as a scalable and cost-effective solution for increasing EV charging station access to renters and apartment dwellers throughout California. Between June 2022 to January 2026, EVmatch installed a total of 124 single-port chargers at 21 MFD properties across 4 California counties. Eighty-eight chargers (71%) offer shared public and private access, while 36 chargers provide shared access exclusively to building residents. Between December 1, 2024, to November 30, 2025, the system successfully supported over 6,200 charging sessions and delivered more than 142,000 kWh in electric fuel, with steadily increasing utilization and energy consumption over time. The shared public access model was successful as a flexible, revenue-generating, and utilization-encouraging approach, particularly during periods of lower resident demand. Collectively, the results validate the EVmatch charging management solution as a practical and adaptable technology for expanding EV charging access at multi-family housing, a market segment where maximizing utilization, managing shared access, and minimizing upfront costs are critical objectives.
