The Warren-Alquist State Energy Resources Conservation and Development Act establishes the California Energy Commission’s responsibility to assess and plan for the state’s energy needs to ensure a reliable, clean, and affordable electric system. The Senate Bill 423: Renewable and Firm Zero-Carbon Resources report addresses a requirement in Senate Bill 423, (Stern, Chapter 243, Statutes of 2021) and supports the California Energy Commission’s responsibilities under the Warren-Alquist State Energy Resources Conservation and Development Act. This requirement specifies that the California Energy Commission, in consultation with the California Public Utilities Commission, California Independent System Operator, and California Air Resources Board, must submit to the Legislature an assessment of emerging renewable energy and firm zero-carbon resources that support a clean, reliable, and resilient electrical grid in California and an update in each Integrated Energy Policy Report. The first SB 423 report was submitted to the Legislature in March 2025. An update was included in the 2025 Integrated Energy Policy Report. This report is a companion document to that update and contains additional technical detail.
