All Star Lighting Supplies, Inc. (All Star) is a company that manufactures lighting products based in Avenel, New Jersey. All Star sold or offered for sale state-regulated light emitting diode (SLED) lamps and state-regulated small-diameter directional lamps (SDDLs) in California, from May 2020 to May 2024.
This case was the result of an investigation performed by California Energy Commission (CEC) staff. CEC’s investigation and testing process identified that All Star was manufacturing and offering for sale Luxrite brand SLEDs and SDDLs that did not meet the efficiency standard, were not marked properly, and were not certified to the Modernized Appliance Efficiency Database System (MAEDbS).
To resolve this matter, All Star executed a Settlement Agreement with CEC on July 25, 2026, for $50,000.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount as required in Public Resources Code section 25402.11. All Star has also agreed to a compliance plan to discontinue sales of non-compliant models, add the appropriate marking, and certify all compliant models to MAEDbS before continuing to sell in California.
