Bestway Inflatables and Material Corporation (Bestway) is a Shanghai, China based company that manufactures portable electric spas. Bestway sold or offered for sale portable electric spas in California, from June 2019 to June 2022.

This case was the result of an investigation performed by California Energy Commission (CEC) staff. CEC’s investigation and testing process identified that Bestway was manufacturing and offering for sale SaluSpa brand portable electric spas that did not meet the efficiency standard, failed the marking requirement, and were not certified to the Modernized Appliance Efficiency Database System (MAEDbS).

To settle this matter, Bestway executed a Settlement Agreement with CEC on April 20, 2023, for $600,000.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount established by SB 454 of 2011 (Pavley). Bestway has also agreed to a compliance plan to repackage their non-compliant SaluSpa brand portable electric spas with insulated thermal covers to make them more efficient and compliant with energy performance requirements, add the appropriate marking, and test and certify all models to MAEDbS before continuing to sell in California.
