Big Toys USA, Inc. (Big Toys) is a Plover, Wisconsin, based company that manufactures electric scooters. Big Toys sold or offered for sale electric scooters in California, during the time period of February 2013 to March 2018. 

This case was the result of a market survey investigation performed by California Energy Commission (Energy Commission) staff. The Energy Commission's investigation and testing process identified Big Toys manufacturing and offering for sale electric scooters containing a small battery charger system that did not meet the efficiency standard, did not have the proper marking, and not certified to the Modernized Appliance Efficiency Database System (MAEDbS).

To settle this matter, Big Toys executed a Settlement Agreement with the Energy Commission on December 5, 2018, for $3,000.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount established by SB 454 of 2011 (Pavley). Big Toys has also agreed to a compliance plan to redesign the noncompliant model to meet the efficiency standard, add the appropriate marking, and certify each model to the MAEDbS before continuing to sell into California.
