Ecoreco Corporation (Ecoreco) is a Campbell, California, based company that manufactures electric scooters which contain a small battery charger system (SBCS). From August 2014 through April 2017, Ecoreco sold or offered for sale electric scooters which contain non-compliant SBCS in California, through various retailers.
The California Energy Commission (Commission) staff tested one of these scooters at the California State University, Sacramento - College of Engineering Energy Efficiency Laboratory and found them to be in violation of the Appliance Efficiency Regulations governing SBCS. These SBCS did not meet the energy efficiency standards, were not marked correctly, and were not certified to the Appliance Efficiency Database (Database).
To settle this matter, Ecoreco executed a settlement agreement (agreement) with the Commission on August 3, 2017, for $2,500.00 due to demonstrating significant financial hardship. Ecoreco has also reengineered their SBCS to comply with the energy efficiency standard. They also agreed to certify each model to the Database and add the required marking to the product and packaging. Additionally, they have developed a recall and replacement program to provide compliant chargers to customers. This compliance measure is estimated to cost approximately $68,000.00. This investigation started as a result of a tip from Commission staff. The penalty monies are deposited into the Appliance Enforcement Subaccount established by SB 454 of 2011(Pavley).
