Heshan Yiwanjia Sanitary Ware Co. Ltd. (Newater) is a company based in China that manufactures plumbing fittings. Newater sold or offered for sale lavatory faucets and showerhead-tub spout diverter combinations in California, from July 2016 to April 2022.

This case was the result of an investigation performed by California Energy Commission (CEC) staff. CEC’s investigation and testing process identified that Newater was manufacturing and offering for sale lavatory faucets and showerhead-tub spout diverter combinations that did not meet the efficiency standard, failed the marking requirement, and were not certified to the Modernized Appliance Efficiency Database System (MAEDbS).

To settle this matter, Newater executed a Settlement Agreement with CEC on February 6, 2024, for $4,000.00. The penalty monies are deposited into the Appliance Efficiency Enforcement Subaccount established by SB 454 of 2011 (Pavley). Newater has also agreed to a compliance plan to discontinue sales of non-compliant models, add the appropriate marking, and test and certify all compliant models to MAEDbS before continuing to sell in California.
